Виталий Николаенко: через год-два доля ВИЭ в Украине может достичь 11%, однако параллельно нужна модернизация электросетей (интервью)

Как изменится развитие отрасли возобновляемых источников энергии (ВИЭ) в Украине после запуска "зеленых" аукционов? Каковы перспективы внедрения energy storages в альтернативной энергетике? Своим прогнозом с Энергореформой поделился управляющий партнер одного из крупнейших украинских ЕРС-контракторов Voltage Group Виталий Николаенко (укр. та англ.).

Чи спостерігається ажіотаж/бум на ринку сонячної енергетики зараз? Чи закривається "вікно можливостей"?

На сьогодні прийнятий Закон України 8449-д - правила гри для інвестора відомі. Себто, високий тариф можна отримати тільки до кінця цього року. Надалі для сонячних електростанцій менше 1 МВт тариф стане нижче на 25%, а станції більше 1 МВт будуть мати тариф, встановлений на аукціоні і складно прогнозувати, яким він буде. При цьому ціна фотоелектричних модулів відчутно зменшилась в порівнянні, наприклад, з травнем 2018р, тим більше з попередніми роками. Крім того, інвестор звільнений від сплати ПДВ при розмитненні фотомодулів та інверторів до 2021р, тобто для старту будівництва це полегшує фінансове навантаження. Ці фактори позитивно впливають на термін окупності і дохідність таких бізнес-проектів.

Як йдуть справи з виділенням землі на будівництво сонячних станцій? Яке Ваше ставлення до посередників, які отримали ТУ і застовпили за собою ділянки для перепродажу?

На жаль, на ринку зараз багато проектів для продажу із земельними ділянками та технічними умовами (ТУ), що підготовлені продавцями без технічної експертизи.

Також в процесі оформлення документів і зміни цільового призначення, ми зустрічали ряд порушень, які в результаті можуть мати досить неприємні наслідки. Є випадки, де інвестор викупив корпоративні права юридичної особи з орендою ділянки і ТУ, не вивчивши уважно пункти, які необхідно виконати, щоб було можливим видати потужність запланованої ФЕС. І доводиться нести непередбачувані значні додаткові витрати на будівництво мереж видачі потужності і реконструкцію мереж операторів систем розподілу, крім того, витрачати на це більше часу при збудованій станції є не самим приємним фактом.

Вважаю – це абсолютно нормально, що можна придбати проект близький до початку реалізації, маю на увазі з пройденими процедурами з оформлення договору оренди ділянки, отриманих ТУ та містобудівних умов і обмежень, готовим до проектування. Ці процедури займають достатньо часу. А час - це ресурс вичерпний. Тобто, якщо є рішення про інвестицію в сонячний бізнес, можна купити готовий проект до будівництва, однак з професійною технічною експертизою.

Без посередників тут не обходиться, як і в багатьох інших ринках. Все просто: якщо посередник добросовісно виконує свою роботу з підготовки всіх документів та розуміє, що проект потрібно не тільки продати і заробити на ньому, а й реалізувати із заявленими інвестору витратами та в адекватні терміни - то від цього виграють усі.

Але є великий негатив в тому, що нездорове бажання легкої наживи багатьох посередників суттєво ускладнює, а часто і унеможливлює отримання ТУ реальним інвесторам. Це дійсно стримуючий фактор, з яким потрібно боротись. Багато експертних думок було на цю тему - вважаю, потрібно приймати непопулярне рішення по таким ТУ і звільняти "заброньовані" віртуальні кіловати.

Чи скоро в Україні з'являться проекти СЕС із системами зберігання енергії? Чи будуть можливі штрафи за небаланси стимулювати розвиток систем акумулювання?

Сучасні технології генерування чистої електроенергії з’ явились уже, а от з акумулюванням виявилось складніше. Мені здається, ми так зосередились на генерації, що недостатнього значення надали системам зберігання електроенергії. А розвивати відновлювальні джерела електроенергії без балансуючих систем, якими і є акумуляція, неможливо.

Сьогодні ми маємо деякі гідроакумулюючі потужності, що дає оператору можливість вирівнювати систему, але з сьогоднішнім темпом будівництва сонячних і вітрових електростанцій це робити все важче, настає межа, коли стане неможливо без додаткових балансуючих систем або без обмеження генерації об'єктів ВДЕ. Слабо віриться в побудову нових блоків гідроелектростанцій, як вирішення такої проблеми. На це потрібно багато часу, якого в нас вже нема, не кажучи вже про інші труднощі при будівництві таких об'єктів.

Вважаю, ефективними будуть швидко маневрені газові електростанції з енергоблоками по 100-200 МВт, які можуть відносно швидко підключатись/відключатись і будуть працювати виключно для балансування.

Ну і, звичайно, сучасні energy storages, що мають встановлюватись на всіх об’єктах ВДЕ, можливо, на об’єктах системного оператора, на підприємствах, в домашніх господарствах. Інтеграція energy storages в наші електричні мережі має стати наступним еволюційним кроком розвитку енергетичної системи.

Без таких ініціатив, створення сприятливих умов інвестування цих заходів, ми не зможемо розвивати ВДЕ, заміщувати фізично, технологічно і морально зношені енергоблоки ТЕС, АЕС новою генерацією, яка в найближчій перспективі має стати альтернативною, бо поки вона лиш відновлювальна і ніяк не альтернативна без акумуляції.

Без штрафів за небаланси ми не обійдемося, це буде стимулюючим фактором в якійсь мірі. Але це не той метод, який дозволить поширити широкомасштабне впровадження акумулюючих систем.

Не хочеться вірити, що така система штрафів стане тонкою гранню і підірве довіру в локальних та міжнародних інвесторів, які можуть стати "локомотивом" в напрямку створення сучасної енергосистеми. Має відбуватися діалог з потенційними учасниками такого ринку і держави. Щоб появилась ефективна формула впровадженої моделі потрібно достатньо багато роботи зробити всім. Не для медалей і грамот, не для стратегій і меморандумів, що будуть припадати пилом на полиці. А для практичного впровадження і конкретного результату.

Якою на Вашу думку повинна і може бути частка ВДЕ в структурі генерації України? Наскільки реально досягти заявлених 11%?

З огляду на те, що деякі цивілізовані і економічно успішні країни заявили програми закриття вугільних ТЕС взагалі в перспективі 5-10 років, і це при долі генерації ВДЕ більше 20-30% то наші 11% - це ми далеко від необхідної долі на сьогодні. До своїх 11% ми за рік-два дійдемо. Але для цього потрібно не лише будувати СЕС і ВЕС, причому такими одиничними потужностями, які зараз вводяться. Повинні бути паралельно реалізовані інвестиційні програми в магістральних і розподільчих мережах із заходами, які дозволять безпечно експлуатувати енергосистему і забезпечити споживача, який за все це платить, надійним електропостачанням.

Достатньо поспілкуватись із спеціалістами, які експлуатують мережі, куди видається потужність СЕС, наприклад, щоб зрозуміти реальні загрози.

Вірю, що ми матимемо 100% ВДЕ в перспективі до 20 років при мудрих рішеннях і реальній стратегії.

Що дає в практичному плані співпраця з Укргазбанком та отримання акредитації в цій установі?

Перед тим, як отримати акредитацію, ми встигли вже побудувати кілька проектів, профінансованих Укргазбанком. Акредитація від Укргазбанку – це визнання на ринку, додатковий аргумент на користь компанії EPC-контрактора. Фінансова установа, що кредитує найбільшу кількість "зелених" проектів, мусить зводити ризики повернення коштів до мінімуму. Ретельнішої перевірки годі й шукати.

Отримувач кредиту може вибирати підрядника сам, але вже на етапі підготовки документів для розгляду кредитного комітету, стане зрозуміло, що без професійної технічної і комерційної консультації досвідченого підрядника, дійти до позитивного рішення банку або набагато довше, або неможливо.

Вам цікаво співпрацювати з українськими виробниками обладнання?

Переконаний, дуже добре мати вітчизняного виробника, з яким можеш домовитись про умови поставки безпосередньо на виробництві особисто. Та й в цілому хочеться, аби були такі сучасні виробничі підприємства, які залишають додану вартість всередині нашої країни. Ми ще не вели діалог про конкретні поставки, але, думаю, при нагоді обов'язково поговоримо про можливі перспективи співпраці.

Однак на сьогодні в Україні не дуже гарні умови конкуренції для нашого виробника. При ввозі імпортних фотомодулів замовник може не сплачувати ПДВ, що суттєво покращує CAPEX. А купуючи у місцевого виробника, мусиш платити 20% ПДВ, які український виробник зобов‘язаний включити в ціну. Вважаю це категорично неприйнятним по відношенню до українського виробника. В кожній країні завжди захищають свої виробництва, а навіть і дотують. Як же зможе бути конкурентним таке виробництво?! Ми переживаємо за інвестиції, за створення інноваційних сучасних підприємств, робочі місця, податки чи ні?!

Ваше ставлення до системи аукціонів для України, яка повинна замінити "зелені" тарифи?

Вже неодноразово висловлювався за підтримку системи аукціонів замість "зеленого" тарифу. Вважаю, потрібно бути реалістом, оцінювати можливість споживачів оплачувати надалі сьогоднішній "зелений" тариф 0,15 Євро за 1 кВт-год. Міжнародний практичний досвід впровадження аукціонів показує встановлення нижчих тарифів. А ті країни, що зволікали з впровадженням системи зниження тарифів, отримували чималі труднощі на ринку. Для того, щоб ми мали хороший темп впровадження об’єктів ВДЕ, було зроблено достатньо ефективних законодавчих ініціатив і рішень. Однак вже очевидно, що треба переставати дотувати великі проекти та рухатися до ринкових умов. Гадаю, вже мало хто сумнівається, що ми переживаємо

перехід з епохи нафти і вугілля. Процес їх заміни відновлювальними джерелами незворотній. А якщо взяти до уваги зношеність енергоблоків ТЕС і АЕС, які побудовані нашим попереднім поколінням, стає ще більш очевидним питання заміщення.

Чи не уповільнить аукціонна система розвиток галузі?

Звичайно, на ринку буде відчуватись сповільнення з різних об'єктивних причин. Не так легко впровадити аукціонну систему, причому таку, при якій залишиться достатній інтерес інвестувати. А схоже, ми чекаємо на великі іноземні інвестиції, де термін окупності проектів може бути прийнятним, навіть якщо перевищуватиме більший за сьогоднішній у розмірі 4-5 років.

How will the development of the renewable energy sector in Ukraine change after the launch of green auctions? What are the prospects for the introduction of energy storages in alternative energy? Vitaliy Nikolayenko, managing partner of one of the largest Ukrainian EPC-contractors of Voltage Group, shared his forecast with Energoformа.

Is there an excitement/boom in the solar energy market now or the "window of opportunity" is being closed?

To date, the Law of Ukraine 8449-d is enacted. So, rules of the game are revealed. In the future, for solar power plants with the capacity higher than 1 MW, a tariff will be reduced on 25%, and solar power palnts will have a tariff set on the auction basis. At the same time, the price of photovoltaic modules has decreased significantly in comparison with the previous years. In addition, the final customer (solar power plant owner) is exempted from paying VAT upon the clearance of photovoltaic modules and inverters till 2021. This provided preferences from the Government of Ukraine have a positive impact on shortening the payback period and the profitability of such business projects.

What is the situation with the allocation of land for the constructions of solar stations? How do you choos the sites? Is there competition on this market? What is your attitude to the intermediaries who have received technical specifications and use the sites for resale?

Unfortunately, there are plenty of projects for sale with land and technical specifications currently prepared by sellers without engineering background. In addition, in the documentation development process and process of changing the land-use designation we encountered a number of infringements, which may result in bad consequences for the project development on the latest stages. There are cases where the investor has purchased a corporate rights of a legal entity with a land plot lease rights obtained, without making professional legal and mainly technical due diligence of project. As a result, there are unpredictable significant additional costs for the construction of power grid connection networks and the reconstruction of networks of distribution system operators. All this kind of problems we are solving for our clients very often, trying to save their money and time. But all this problems can be avoided if investor will come directly to professional technical and legal advisers.

On my opinion this is good option for the investor to buy a “ready-to-built” project with the land lease arranged in compliance with the legal requirements, received power grid connection requirements documents and urban construction limitations document. These procedures may take quite a lot of time – this resource is exhaustible. That is, if there is a decision to invest in the solar business, you can buy a ready to-built project for construction, but having a professional technical expertise before that.

This is not the case without using intermediaries, as in many other markets. It is simple: if the intermediary honestly performs its work of documents preparation and with the clear aim and understanding that the project should not only be sold, but also be realized within the declared costs and in adequate terms, then everyone will benefit from it.

Will solar power plants projects with energy storage systems appear soon in Ukraine? Will fines for imbalances occur to stimulate the development of storage systems?

State of the art technologies of clean electricity generation are appeared, but it is still difficult to accumulate electricity. It seems to me that we are so concetrated on power generation that insufficient attention has been given to power storage systems development. It is impossible to develop renewable power sources without balancing systems and energy storages could partially solve this problem. Today we have some hydroaccumulation capacities that gives to operator the opportunity to align the system, but it becomes harder to do so with today's pace of construction of solar and wind power plants in Ukraine. It is hard to believe that a new blocks of hydro power plants to be built in the nearest time to solve the problem.

I think that fast-moving gas burning power plants with 100-200 MW capacity units will be. Such units can be fast connected / disconnected and can work for balancing purpose only. Of course, modern Energy Storages should be installed on all renewable energy objects, possibly on objects of the system operator, and enterprises, households. Integrating of Energy Storages into our electrical networks should become the next evolutionary step in the development of the energy system. Without such initiatives and creation of favorable conditions for the investment of these activities, we will not be able to develop renewable energy objects, replace a physically, technologically and morally worn power units of the thermal power plants and the nuclear power plants with a new generation, which should become an alternative in the near future, because it is only renewable but not an alternative energy without accumulation.

It is crucial to implement fines for imbalance, because it could be a stimulating factor to some extent. But this is not the method that will allow to disseminate widespread introduction of accumulative systems. I do not want to believe that such a system of fines will become a fine line that undermines the trust of local and international investors, who can become a "locomotive" in the direction of creating a modern power system. There should be a dialogue with potential participants in such a market and state. To have an effective formula for the implemented model, everyone should do a lot of work. Not for medals and diplomas, not for strategies and memorandums that will gather dust on the shelf, but for practical implementation and concrete result.

In your opinion, what share of renewable energy objects should and can be in the structure of Ukraine's generation? Is it possible to achieve the declared 11%?

Taking into account that some civilized and economically successful countries have announced programs, which consider shutting down of coal thermal power plants during next 5-10 years, and this occurs on the base of 20-30% of renewables in generation structure, then we are far from the necessary capacity for today. To get 11% in a year or two, it is necessary to not only build solar or wind power plants. Investment programs in the transmission and distribution systems must be implemented in parallel with measures that will ensure the safe operation of the grid and the provision of reliable electricity to the consumer who pays for all of this.

I believe that we will have 100% of renewable energy sources in 20 years taking wise decisions and following a real strategy.

What is about Ukrgasbank? What is this institution? How has the accreditation process occured? What gives practical cooperation with Ukrgasbank? Can a recipient of a loan in a bank choose which of the accredited contractors to work with?

UkrGasBank is one of the largest commercial banks in Ukraine, owned by the Ukrainian Government. This bank chose the ECO-Bank's niche strategy for energy efficiency projects in Ukraine, as well as for comprehensive support of projects related to the efficient use of energy resources and reduction of harmful environmental impacts.

In fact, before we were accredited, we had already built some projects funded by Ukrgasbank, some of them had already generated green kW * hours, therefore, we did not particularly worry about trust. However, we realized that all the documents we provide would be studied and analyzed carefully, thus, our internal departments carefully fulfilled the task of preparing the necessary list of documents.

Accreditation from Ukrgasbank is a recognition on the market, an additional argument in favor of the EPC-contractor company. The financial institution that finance the most of the "green" projects should minimize the risks by doing due diligence of its partners.

By choosing professional EPC acrredited by the Ukrgasbank investor wins twice, when he is receiving professionally prepared technical documentation needed for loan obtaining procedures required by the bank and the high level of project execution itself.

The bank must be sure of the project timely implementation, the starting point of the repayment of credit funds, the efficient operation of the plant and the future generation and receipt of funds for the electricity produced and sold.

You have become an accredited partner of Ukrgasbank. What does this mean for the client?

This means that the client no longer needs to spend time choosing a professional contractor. In the short list of accredited Ukrgasbank partners, there are only approved companies. An investor can rely on Ukrgasbank, which has done work for him very accurately and professionally. The client needs, in essence, to decide on the commercial component: who does implement his project cheaper and faster.

Are you interested in cooperating with Ukrainian manufacturers?

I am convinced that it is very good to have a domestic manufacturer, with whom you can agree on the terms of delivery directly at the plant. In general, it would be desirable to have such modern production enterprises, which leave value added within our country.

In fact, there are not very good competitive conditions on the market for local manufacturers. When importing photovoltaic modules, the client may not pay VAT, which increases CAPEX significantly. In contrast, buying from a local producer, you have to pay 20% VAT, which the Ukrainian producer is obliged to include in the price. I find this as an unacceptable in relation to the Ukrainian manufacturer.

In each country, there is protection of domestic production and, what is more important, there is grants to support this kind of companies. How can such a production can be competitive on the market?!

What is your attitude to the system of auctions, which should replace "green" tariffs?

I have already repeatedly expressed support for the system of auctions instead of the "green" tariff. I believe that we need to have an realistic approach to evaluate our ability to pay for the current "green" tariff of EUR 0.15 per 1 kWh. International experience of implementing auctions shows the establishment of lower tariffs. And those countries which have delayed the introduction of the system of reducing tariffs experienced considerable difficulty in the market. In order to have a good pace of implementation of renewable energy objects, effective legislative initiatives and decisions were made. However, it is already clear that Government should stop supporting large projects and move market players to the market conditions. I think that only few people doubt that we are experiencing a transition from the era of oil and coal.

Will the auction system slow down the development of industry?

Of course, there will be a slowdown in the market for various objective reasons. It is not so easy to introduce an auction system, and one that will remain of sufficient interest to invest. It looks like we are waiting for large foreign investments, which have acceptable payback period of the projects, even if it exceeds the current 4-5 years.
